Sgt. Dunn (Wayans) is a decorated Gulf War hero who is convicted of killing a superior officer. Sentenced to die in a military prison, he is offered an escape by Lt. Col. Casey (Voight), leader of an elite, ultra-covert assassination squad, in exchange for helping to assassinate a reclusive industrialist (Culp),who is selling deadly biotechnology on the black market.
But the hit goes terribly wrong and the First Lady, who is attending the dedication of a medical building with the industrialist, is killed instead -- and Dunn has been set up as the triggerman. Now, as he's pursued by corrupt Army superiors and members of virtually every police and government agency imaginable, Dunn is forced to rely on his survival skills and military training to elude the massive manhunt tracking him through the streets of Los Angeles and clear his name by exposing the real killers.
