When the U.S. Embassy in Yemen is surrounded by a large crowd of demonstrators, Col. Terry Childers (Samuel L. Jackson), is ordered to lead a squadron of Marines to bolster security at the embassy and to evacuate the ambassador and his family if the situation turns violent. In a few short hours, the ambassador's safety is secured, but three of Childers' men are dead, along with more than the 80 Yemeni men, women and children killed by Marine gunfire.

Between his drunken father, his dimwitted brother, and his goody-goody best friend, it's amazing Titus is alive, let alone engaged to a "normal" girl. Titus adapted Christopher Titus' stand-up routine in a novel way: each episode is narrated by Titus from a black & white "Neutral Space," from which he comments on the events as they unfold, punctuated by short, surreal flashbacks to his childhood and adolescence. The hilarious interplay between these three levels of narrative is sometimes amazingly complex and even contradictory, highlighting the exceedingly black nature of the show's humor.

The show focuses mainly on the life of junior high school student Ginger Foutley. She, along with her friends, Darren Patterson, Dodie Bishop and Macie Lightfoot, all try to rise from the position of school geeks as they solve many conflicts that come their way. Luckily for Ginger, the most popular girl in school, Courtney Gripling, has taken a liking to her and often includes her in her social plans. She is intrigued by her 'gingerisms', as Courtney calls them. However, Miranda Killgallen, Courtney's right hand woman, makes sure that she is not bumped down from her position thanks to Ginger. At home, Ginger records her lively adventures in her diary. Her little brother Carl, is often scheming with Robert-Joseph ("Hoodsey") Bishop in his own side plots, and her mother, Lois, is always there for advice Ginger is always open to listen to. The series takes place in the fictional town of Sheltered Shrubs, located in Connecticut. It is very rare for a children's program, especially an animated one, to be set in a specific area of the country. Sheltered Shrubs is actually based on the real town of Larchmont, New York. Other towns noted in the series are Protected Pines, a gated community in which Courtney lives, Brittle Branches, where Ginger's father resides, and Heathered Hills, the town of Ginger's summer camp crush, Sasha.
During the first season, the show centered on the four teenagers as high school students and included guests such as Scott Foley as a college boy Zoe had a crush on, Sara Rue as a wheelchair-using bully, Will Friedle as a charming stoner who dated Zoe, and Jacinda Barrett as a girl who liked both Duncan and Jack.
The first season theme song was "Charmed" by My Friend Steve.
When the show returned for a second season, it had been heavily retooled. The friendship between the four friends remained intact, but now they were adult college students. Gone was Keller as Zoe's mom, while Omar Gooding joined the cast as the foursome's friend Doug Anderson. The title had also been shortened to simply Zoe... (pronounced on-air as Zoe Dot Dot Dot) out of fear that the former title was turning off potential viewers.
After the series was cancelled, Michael Rosenbaum expressed disappointment with the fact that the network had cut his character's name out of the title for the second season.
