Despite their prominent role in the Street Fighter video game franchise, it seems that the characters of Ken and Ryu will not be featured in Street Fighter: Legend of Chun-Li. A Q&A was posted to Street Fighter Movie.net with the director and producer, where it was confirmed that we won't see Ken or Ryu.

Asked if Ken and Ryu would appear, Patrick Aiello wrote:

Justin, Ashok and Capcom got together and decided to make it more of an origin story for Chun Li. There are just way too many characters in the Street Fighter universe to cram them all into one film. We want to do each one the justice he/she deserves. So, in short, Ken and Ryu will not be appearing in this film. But, that doesn't mean we wont see our red and white-clad heroes in potential sequels...

It is worth noting that the different animated and comic versions of the story have all been more focused on Ken and Ryu than the other characters, while the somewhat disastrous Street Fighter film starring Jean Claude Van Dam relegated Ken and Ryu to supporting roles.
