Paul Haggis has made it very clear he wants Vince Vaughn to star in his latest political drama, Against All Enemies for Columbia Pictures.

Even though there's been no formal offer because the studio is still finalizing the budget, Haggis has had discussions with Vaughn about filling the role of former Treasury Secretary Paul O'Neill, says The Hollywood Reporter. The film, which is the big screen adaptation of Richard Clarke's inside-Washington memoir, chronicles how the Bush administration handled the al-Qaida threat both before and after the September 11th terrorist attacks. Sean Penn, who recently cast Vaughn in his drama, Into the Wild, has been widely reported to be on board to play Clarke.

Against All Enemies is being written by James Vanderbilt; a 2008 release has been scheduled.
