Vertigo Films is developing the 3D live-action film Horrid Henry, based on Francesca Simon's literary character.

According to Variety, the book character is the second most successful children's character in the U.K. (behind Harry Potter) with book sales of more than 16 million in the territory. Simon's books are available in 27 countries and have been translated into 27 languages.

The story will follow Horrid Henry waging his ever constant battle against the tyranny of adults as he forms an unlikely alliance with his little brother Perfect Peter and girl-next-door Moody Margaret.

British editor Nick Moore will direct the film. Lucinda Whitely will pen the pic's script.

Casting has already begun and filming is scheduled to take place during October and November this year. It is set to be shot entirely on location in the U.K. and is slated for release in 2011.
